KCC continues to strive to offer the best care services when needed but also acknowledges that it is more effective and efficient to work with partners to try to prevent care needs occurring or increasing.
The aim of the proposed Adult Social Care Prevention Framework is to help people to maintain healthy, fulfilled and independent lives for as long as possible. This holistic approach to wellbeing in our communities can reduce the chances of needs arising in the first place and, if they do, promotes joined up partnership support for people to manage them as effectively as possible.
The proposed Framework has been designed together with residents, our workforce and partners to create shared ambitions and priorities.

The proposed Adult Social Care Prevention Framework is built on five approaches:
- Principle of prevention first
- Focused support
- Partnership working
- Inclusion and equity
- Measuring and evidencing impact.
The Framework will be supported by a regularly monitored delivery plan outlining goals and progress against them.
Diane Morton, Cabinet Member for Adult Social Care and Public Health, said:
“Adult social care is facing many complex challenges including an aging population, greater demand for services and increasing costs. Therefore, we must consider how we can work collaboratively with residents and our partners to ensure the best support for Kent residents.
“Prevention is a vital element of our approach to meet these challenges. By working together with partners to promote healthy and supportive communities we can use our shared skills and resources to provide early interventions and help people to continue living healthy, fulfilled and independent lives and delay the need for support services.
“Developed in collaboration with residents and partners, the Adult Social Care Prevention Framework puts the people of Kent at its heart. It highlights the value of working together across sectors, including the NHS, voluntary organisations, and charities, to deliver joined-up, person-centred support”

This public consultation opened on 6 June 2025 and will close on 14 July 2025.
